The Planning and Development bill was published last night. It is 709 pages long, making it the largest bill in the history of the state. We’re getting new planning legislation because the old 2000 planning act, amended many times, has been causing problems. It has been holding up housing. The special housing developments, in which large-scale housing developments were submitted straight to An Bord Pleanála, got mired in the courts, the overwhelming majority of the schemes facing judicial review thrown out out failure to comply with planning law.
